# Transaction declined - Stripe Singapore accounts

Due to more stringent regulatory and financial partner requirements for payments for non-goods and services (fundraising, donations), payments made on cards issued by financial institutions deemed to be high risk may be blocked for Stripe Singapore accounts that are identified to be conducting fundraising or donation activities.
The error message associated with the decline is:
`The transaction could not be completed due to restrictions on donations from high-risk areas...`
### **Are all transactions for my account blocked?**
No. This only impacts transactions made on cards issued by financial institutions deemed to be high risk, based on a combination of internal signals (e.g. historical fraud rates on cards issued by the same institution), and some external factors (e.g. ratings and lists published by the World Bank, Financial Action Task Force, the United Nations)
### **What can I do?**
If you believe that your Stripe account has been misclassified, and you aren't processing donations or fundraising transactions, provide Support a recent payment invoice and request a review of your account.
