Billing does not consider taxes or application_fee to be revenue, so they will not count towards your Monthly Recurring Revenue (MRR).
An application fee is the fee collected by the platform or third party service that manages your Stripe integration. Stripe has no control over how much you're charged in application fees, so it's best to reach out to your platform with any questions about the calculation of this fee.
