Multiple countries and the European Union continue to levy sanctions against Russia and Belarus, following the invasion of Ukraine.
The Restricted Business List reflects that it is prohibited to use Stripe’s products and services to directly or indirectly export, reexport, sell or supply architectural services or engineering services, quantum computing services, information technology (IT) consultancy and design services, IT support services and cloud-based services for enterprise management software and design and manufacturing software to any person located in the Russian Federation.
In the European Union and the United Kingdom, it is prohibited to use Stripe’s products and services, directly or indirectly, to provide credit rating services, market research and public relations services, advertising services, auditing services, or legal advisory services to any person in Russia.
Further, the Restricted Business List has been updated to include that Stripe’s products and services may not be used for any goods (luxury goods, sensitive goods included in the Common High Priority Items List, enterprise management software and design software) that are prohibited by law in relation to Russia.
It is also prohibited to use Stripe’s services for any dealings, engagement, or sale of goods/services linked directly or indirectly with the Luhansk, and Donetsk, and Crimea regions. It is prohibited to use Stripe’s products and services to directly or indirectly export, reexport, sell, or supply accounting, trust and corporate formation, or management consulting services to any person located in the Russian Federation.

Stripe currently does not support users located in Russia, Ukraine and Belarus. All major credit card networks are no longer providing services to Russian financial institutions. Additionally, Stripe will not process transactions involving sanctioned Russian and Belarusian financial institutions and does not support the Mir card payment system. This means transactions involving Russian-issued cards are unlikely to be successful. We encourage you to ensure compliance with relevant sanctions regulations in your jurisdiction.
In 2022–2023, sanctions were issued that prohibit certain products and services related to accounting services, management consulting, trust and corporate formation services, architecture services and engineering services, quantum computing services from being offered to persons located in Russia. In 2024, additional sanctions were issued that prohibit certain products and services related to the provision of information technology (IT) consultancy and design services as well as IT support services and cloud-based services for enterprise management software and design and manufacturing software to persons in Russia. Given the new prohibitions, persons located in Russia may no longer use in-scope Stripe products. Stripe users cannot use Stripe products and services for activity related to the above services from persons located in Russia.
