# Issuing: Transactions that were incorrectly or defectively executed, belatedly executed or not executed

If you believe that an Issuing transaction was incorrectly, defectively, belatedly or not executed, and if it appears that Stripe has caused the issue, you may be eligible for a refund. [Please get in touch with us](/contact/email?topic=issuing) so that we can help.
If you suspect a charge made through Stripe Issuing to be fraudulent or if you encountered issues with the goods or service, we recommend [reviewing your dispute options](https://stripe.com/docs/issuing/purchases/disputes) instead. If you believe that you have been overcharged by the merchant, and that the issue was not Stripe-caused, we suggest getting in touch with the merchant directly to request a refund.
### Incorrectly or defectively executed transactions
Incorrectly or defectively executed transactions include:
1. Overcharge: The amount captured is larger than expected.
1. Undercharge: The amount captured is smaller than expected.
1. Duplicate charge: Your Issuing balance was debited twice for one transaction.
1. Wrong payee, but correct amount: The correct amount was debited from your Stripe Issuing balance, but funds were sent to the incorrect payee.
### Belatedly/Late executed transactions
Belatedly/late executed transactions include transactions that were captured substantially later than the tap, swipe, insertion of the card due to a tech outage or timeout, for example.
For most industries, capture should happen within seven days following the initial authorization. Other industries, including the hotel industry, have longer to account for gaps between the initial reservation and the provision of services.
### Non-executed transactions
In this case, the transaction is not successfully captured and remains in a pending or hold state.
### Timeline
In order for us to provide the best possible outcome, please make sure to submit any queries related to incorrectly or defectively executed, belatedly executed or not executed transactions within 13 months of your Issuing balance being debited.
Queries submitted past the thirteen month deadline are, unfortunately, not eligible for investigation or a refund.
### Refunds for Stripe-caused issues
If there is evidence that Issuing transactions were incorrectly or defectively executed, belatedly executed or not executed by Stripe, we will undo the transaction and return the associated funds to your Issuing balance. If you were subject to additional fees as a result of this transaction error — for example late fees in the case of under charges on utility bills — Stripe will also reimburse you that amount (once evidence indicating additional fees is provided).
