# How to create and display a “Commerce Disclosure” page

### This guide explains how to create the disclosure page required by Japan's Specified Commercial Transactions Act, a regulatory requirement specific to Japanese accounts.
The Specified Commercial Transactions Act protects consumers who buy by mail order and other forms of distance selling, including online. It requires every business that sells this way to display a page with its contact details and the basic terms of the sale. This page is called the Commerce Disclosure page.
Even if you don't sell to consumers and the Act doesn't apply to you, restrictions under the Installment Sales Act require businesses that accept payments through Stripe to display the same information on their website. This guide explains what Stripe requires you to include. It doesn't guarantee compliance with the Specified Commercial Transactions Act or any other law.
An amendment to the Specified Commercial Transactions Act took effect in June 2022 and changed some obligations for businesses. In addition to the Commerce Disclosure page, businesses that sell by mail order must now show certain information on the final confirmation screen that customers see before they complete a purchase. You can format the Commerce Disclosure page as you like, but make sure that:

1. The page is easy to reach from your homepage and payment pages. Most businesses link to it from the footer or navigation bar.

Your Commerce Disclosure page must include the following information.

- Exchanges and returns
- All Stripe users must maintain a fair refund policy. Explain how customers can withdraw from or cancel a purchase, including how you handle exchanges and returns. Describe separately how you handle defective and non-defective items.

- If you sell software, state its system requirements (for example, free disk space and operating system).

### For Checkout and Payment Links users
If you use Checkout or Payment Links, you can show a link to your Commerce Disclosure page on the Checkout page by adding its URL in the Dashboard:
* In [Settings](https://dashboard.stripe.com/settings), under **Account settings**, click **Business**, then the **Business details** tab.
* Click **Edit** and enter your page's URL in **Commerce disclosures** at the bottom of the page.
Customers can then open your Commerce Disclosure page from the Checkout page.
### For Konbini payments users
If you accept [Konbini payments](https://docs.stripe.com/payments/konbini), your website must also meet these requirements:
* The website must be available in Japanese.
* The support phone number must be a landline, or an 050 IP phone number connected to a landline. Mobile numbers aren't accepted.
* Support hours must be listed under your contact information (phone number and email address).
* If you're a sole proprietor and want to show your trade name, list the business owner's name at the top of the page and the trade name below it. The owner's name must always come first.
