### What is happening with Capital One debit cards?
Debit card migration from Mastercard to Discover Network started recently, with Capital One starting to reissue debit cards. Debit card migration is expected to be completed in 2026. Parts of the credit card portfolio will be migrated at a later date.
As Capital One debit cards move from Mastercard to Discover Network, they are no longer subject to interchange fee caps under the [Durbin Amendment](https://www.congress.gov/crs-product/R41913). Therefore, interchange fees for Capital One Discover debit cards are likely to be higher than they were for Capital One Mastercard debit cards.
### How does this impact costs for Capital One debit cards?
You can expect to see two main changes to your costs:
* One-time increase in card account updater (CAU) fees as Capital One reissues cards.
* Higher interchange and potentially changes in authorisation rates.
### How does this impact authorisation rates for Capital One debit cards?
For customers who haven't activated their re-issued Capital One debit card, we expect existing cards to continue to work for 130 days after a new card has been issued. After which cardholders will need to activate their Capital One debit card in order to continue using their account.
You might see a decrease in your authorisation rates for Capital One debit cards due to:
* Debit cards that have been re-issued and not yet activated by the cardholder. Existing cards will work for 130 days after a new card has been issued, after which they may fail.
* Differences in country supportability between the two networks. Discover country supportability is different from Mastercard. So, cards may fail if used outside [current Discover Network country coverage](https://stripe.com/en-ee/payment-method/discover).
### Why did I get this notice?
Your account is on a network cost-plus pricing plan, which means that Stripe attributes applicable card network fees to your account. This support page provides you with more details on the notice we sent you describing the expected impact of the Capital One debit card migration to Discover Network.
That notice is a service notice sent to Stripe users, even those who have unsubscribed from optional marketing notices. You cannot unsubscribe from service notices, but if you'd prefer not to receive any such notices from Stripe, follow these instructions on how to close your Stripe account.
### Do I need to take action?
These changes take place automatically as Capital One customers activate re-issued debit cards. If you use CAU, keep it enabled to prevent declines for reissued cards. If not, consider [enabling CAU](https://dashboard.stripe.com/settings/optimizations) for your business.
