Starting March 29, 2023, refunds for Argentine Peso (ARS) transactions from non-Argentine VISA cardholders will be unsupported on Stripe, following VISA's new network rule (effective February 10, 2023) to decline such transactions. ARS transactions for Argentine cardholders will not be impacted.

Beginning February 6, 2023, businesses on Stripe may only present prices in Argentine Pesos (ARS) to Argentine cardholders. ARS transactions from non-Argentine cardholders will be declined. For Argentine cardholders, you may continue presenting prices in ARS. ARS transactions with Argentine cardholders will be processed at the official FX rate. For cardholders outside of Argentina, we recommend presentment currencies other than ARS as their transactions in ARS will be declined.
In December 2022, the Central Bank of Argentina issued a notice providing for alternative FX obligations for Argentine peso (ARS) transactions by non-Argentine cardholders. As a result of changing market practices, we are updating our policies.

In December 2022, the Central Bank of Argentina amended the exchange rate for Argentine pesos (ARS) transactions from non-Argentine cardholders against the US Dollar (USD). This new inbound FX rate applies to all international card payments, including in-person and online transactions.
Starting December 20, 2022 at 00:00 (UTC), if your business accepts payments in ARS, the rate used to convert your funds to your local currency will be the inbound FX rate set by the Central Bank of Argentina. You may notice that this rate differs from rates published on public exchange comparison sites, but it is a requirement of international payments in Argentina.
If you want to continue presenting prices in ARS, no action is required from you. If you want to no longer present prices in ARS, you need to update your integration.
This change only applies to payments in ARS. You can use the currency conversion tools provided by Visa to learn more about the expected converted value of a payment.
