# 2026 updates to Singapore verification requirements

To comply with updated regulations from the Monetary Authority of Singapore (MAS), Stripe is introducing a new set of verification requirements for Singapore-based accounts. These updates follow a revision by MAS to its Payment Services Notice (PSN01) in July 2025. These updates affect most non-individual Singapore accounts, including sole proprietorships, private companies, and charities and non-profit organizations.

## Constitution Document
A Constitution Document is the governing document of a legal entity that sets out its internal rules, structure, and governance arrangements. In Singapore, all companies incorporated under the Companies Act 1967 are required to have a Constitution. Following the Companies (Amendment) Act 2014 — which came into effect on January 3 2016 — the Constitution replaced the previously separate Memorandum and Articles of Association (M&AA). For societies and charitable organizations, equivalent governing documents are required under the Societies Act and the Charities Act, respectively.
Under Singapore's Payment Services Act and MAS Notice PSN01, payment service providers are required to collect and review the Constitution Documents of their business customers as part of their Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) due diligence obligations.
### What is a Model Constitution?
A Model Constitution is a standardized set of company rules prescribed by the Singapore government under the Companies (Model Constitutions) Regulations 2015, introduced as part of the Companies (Amendment) Act 2014. It came into effect in January 2016. When incorporating a company, you can choose to adopt the Model Constitution via ACRA's BizFile+ portal rather than drafting a customized one.
### What document do I need to provide?
* Companies: If you have adopted the Model Constitution and it is recorded with ACRA, no document upload is required. If your company uses a Customized Constitution — or a Memorandum & Articles of Association (M&AA) for companies incorporated before January 2016 — you will need to upload that document.
* Partnerships: The equivalent governing document is your Partnership Agreement.
* Charities and Non-Profit Organisations: The equivalent document is your Governing Instrument. Depending on how your organisation is structured, this may be your Constitution (for companies limited by guarantee registered with ACRA) or your Constitution/Rules (for societies registered with the Registry of Societies under the Ministry of Home Affairs).
If any individual with significant control or ownership is identified through a review of your Constitution Document, they may need to be added as an Ultimate Beneficial Owner (UBO) on your account before verification is complete.
## When will these requirements take effect?
New merchants signing up from September 2026 will need to meet these new requirements before onboarding. Existing accounts will see these requirements in the Dashboard and we will reach out to you via email with more information.
